Congress draft proposes 30 yrs, chemical castration

The Congress party is firming up a draft Bill on tackling crimes against women for submission to the Justice Verma Committee. This will suggest stringent punishment of up to 30 years for rape convicts, and include a provision for chemical castration. It is reliably learnt that the draft of the Bill has largely been finalised and shown to Congress president Sonia Gandhi, who is keen that the party adopts a proactive approach is firming up an effective legislation at the end of the Verma committee’s month-long exercise.
The three-member committee headed by former Chief Justice J S Verma has been appointed by the government to review existing laws and suggest changes that would ensure faster justice and stringent punishment in cases of crimes against women. Working on a 30-day deadline, the committee has already sought public comments and suggestions by January 5. Other members of the committee include Justice (retd) Leila Seth and former solicitor general Gopal Subramanian.
The party’s intention, sources said, is to press the government to issue an ordinance instead of calling a special session of Parliament once the committee has made its recommendations. While the final course of action will be firmed up in the days ahead, the understanding within the party is that at most the government can call for an all-party meeting to obtain the sense of political parties.
For now, however, the Congress is busy working on firming up its contribution the Verma Committee. The draft bill is to be called Prevention of Sexual Atrocities Against Women Bill. While the party is tight-lipped about the details, the key provisions are:
* Up to 30 years imprisonment for rape convicts without any parole.
* Chemical castration as one of the punitive measures.
* Setting up of fast-track courts with a 90-day deadline to finish proceedings.
The bill, which was drafted by a group of Congress leaders including a few Cabinet ministers, will get its final approval from the Congress core group, which was to meet today to take stock of the situation after the death of the rape victim in Singapore. Sonia Gandhi has been calling for a strong response to the ghastly gangrape in Delhi and has been in regular touch with the government on the case.

  1. This is fine. what about if the girl's misuse this law same like 498. Indian girls are very cunning. they can file a false rape case against lord rama for money.
    I strongly suggest if girls prove it to be a false case then they should jail for min 15 years.

    Whipping up passions and getting Barbaric laws passed is by no means DEMOCRATIC !!!
    In the last few days tempers and passions, of– 24X7 News watching- fb addicted-Candle light holding- Pub going- -Self esteem less - Self centered - Middle class - Misguided - Self claimed techie honchos, who has no concern for HUMANNESS, are whipped up, in an organised manner, by West Funded Feminist led lobby, ably assisted by the so called Social Media, in the matter of an alleged Violent Rape incident at Delhi . All MEN in our country are overnight painted and looked upon, as RAPISTS and our country as a Rapist Nation.
    Inter alia many illogical, absurd and unexecutable CHANGES IN OUR Legal System are sought to be achieved by various stake holders by blackmailing the Parliament, Politicians and Judiciary. Expecting to amend the laws and then hoping for everyone in the chain of command to follow it has been seen to be a flawed and failed approach throughout.

    Retrograde Steps contemplated by stake holders:
    1 Have all biased and anti men Sex Related Bills pending before Parliament ,Aided by Art 15(3),enacted under the cover of crimes against women or Protection of Women giving a goby to Article 15 of Constitution of India which guarantees the concept of “Equality” – Not to discriminate based on GENDER.
    2.Change law to make life term, chemical castration. Removal of Sexual orgons, Death penalty etc. the punishment for rapes and that too immediately upon allegation made against a man and not requiring due course of Law and Natural Justice. (Refer Evidence Act (Sec 113 B)– Expecting accused of rape to prove INNOCENSE !!
    3. Expand the definition of rape to literally include “every allegation of sex by women” as Rape and not just forced penile penetration of the vagina or oral sex and penetration for sexual purpose of the vagina, anus, urethra or mouth etc.
    Suggestions in the online world have ranged from chemical castration to death penalty for rapists, the greater the punishment the greater favour it has found on social networks. Even Parliamentarians like Sushma Swaraj have endorsed the rejection of “mercy petitions” for rapists on death row. An instant Arab Like execution is being demanded that too just on the allegation of “Rape” and even fantasizing sex is sought to be considered as Rape.
    A paranoid and fearful atmosphere throughout the country is created and even the President, Prime Minister, Chief Ministers and Judges are forced to cancel New Year celebrations !!
    A similar situation was created in 2004 in the matter of Dowry Harassment ( in the case of Nisha Sharma Dowry Story now proved false in the Courts) and Domestic Violance Act 2005 was passed with a Barbaric Provision
    Section 32 of DV ---' Upon the sole testimony of the aggrieved person,(ONLY WOMEN!!) the court may conclude that an offence under sub-section (1) of section 31 has been committed by the accused'
    31. Penalty for breach of protection order by respondent.-
    (1) A breach of protection order, or of an interim protection order, by the respondent shall be an offence under this Act and shall be punishable with imprisonment of either description for a term which may extend to one year,
    After getting this DV ACT enacted Renuka Chowdry Claimed “”It is the Time Men of this country to Suffer””
    No Sane Country in world brings in Law to make its subjects to SUFFER!!!!

    Now it is for the MEN and Women of this COUTRY to understand the designs of this ORCHESTRATED move of this RAPE Campaign !!!
